Haetaan yhtä lyhytaikaista asiantuntijaa auttamaan Afrikan verohallintojen yhteistyöjärjestöä ATAF:ia kehittämään yleiskäyttöinen digitaalisen muutoksen strategiakehys ja muutosjohtamisen opas. Työ tehdään osana AFP-TDT-ohjelmaa vuosina 2026–2029, ja sopimuksen arvo on noin 150 000 euroa. Tehtävä toteutetaan Afrikassa, eikä ilmoituksessa mainita tarkempaa kestoa.

Short-term Expert providing technical assistance and support to the development of a generic digital transformation strategy framework and change management guide for the ATAF Innovation Hub HAUS Finnish Institute of Public Management Ltd implements this procurement on behalf of the African-Finnish Partneships on Taxation and Digital Transformations (AFP-TDT) project. The African-Finnish Partnerships on Taxation and Digital Transformations (AFP-TDT) is a programme funded by the Ministry for Foreign Affairs of Finland (MFA Finland) and implemented by HAUS Finnish Institute of Public Management Ltd (HAUS) over the period 2026–2029. The programme supports the strengthening of domestic resource mobilisation in Africa through the development of digital tax administration capacity, in partnership with the African Tax Administration Forum (ATAF) and other stakeholders. This procurement concerns the engagement of one STE to strengthen the ATAF PMO and Innovation Hub's institutional capacity to guide member tax administrations through digital transformation, by providing them with a reusable strategic framework and practical change management guidance. The specific objective is to develop, in close collaboration with ATAF PMO/Innovation Hub staff, a generic digital transformation strategy framework and an accompanying change management guide that ATAF can apply, and support member tax administrations to apply, across different national contexts, in support of ATAF's ITAS (Integrated Tax Administration System) procurement and technology governance work. The tenderer shall indicate the proposed daily remuneration rate in the Budget Form (Appendix A). Most secondment-related costs, including daily remuneration, per diem, flights, and accommodation, will be covered by HAUS. Further details are provided in the Terms of Reference (ToR).,
